They haven't stated the cause yet, but I think bad pyrotechnic safety procedures would be a safe bet.

The site that sells it lists it as "non-flammable," so it looks like someone is about to get sued out of existence.

Edit: Though I don't know much about how dust fires work. I'm not sure if there's any way to alter the ingredients to make this sort of thing "non-flammable," except to limit its concentration in the air.
