Begging the question.
What is "decent" and where did you get the elements of that definition ?

OK. But it differs, depending.
Could be far different if you live in Tehran, LA, or Stockholm, or Rome.
If you were a decent member of Hell's Angels, the Mafia, the nuns, or Westboro Church.

There are no rules, just convention. We tolerate mass killing provided it's done by people wearing the appropriate uniform. Can't kill a man if you're improperly dressed.

Isn't that kind of redundant?

Is the decency of a decent human being firmly grounded, or temperamental and finicky? That even people we might consider decent, that when push comes to shove might be behave indecently, or cowardly?

I would say human beings are a mixed bag, they behave both decently and indecently, sometimes with empathy, sometimes with resentment. Can be on occasions charitable, and occasions violent.

And human history as whole is not marked by an over abundance of decency. Indifference, resentment, cruelty, are carved all over it.

RE: Back to the basics
Morals are like hunting laws.

We have them, because somebody told us we had them.

They don't necessarily have to (and frequently don't) make any sense.

For instance -- why is OK to shoot a deer with a 30-06, but not a fish? Conversely - why is it OK to hook a fish, but not a deer?
Both yield the same results -a dead critter to eat - but you'll find people horrified with the idea of "doing it wrong". They'll never be able to give you a concise reason WHY it's "wrong" - but they just "know" it is.

Morals, the same.

"Grandpa did it that way - so, that's good enough for us." - is about what it all boils down to.
