Border Fence
So I'm looking at this interactive graphic showing the 10 best and 10 least educated States and I'm thinking if I wanted to minimize the cost and maximize the benefit of a border fence there's an obvious straight natural geographic divide which stands out. Don't have to make a decision until Nevada.

I think you mean political divide, i.e. borders.
