Because the bible says that you can beat your slaves with impunity, so long as they don't die within three days by any given beating. Very progressive, Bible.

And except that the Bible does not say to free your slaves. It does say to free your Indentured Servants (your fellow Hebrews), but that your slaves are to be willed to your children to become their inheritance forever. It's really, really clear about that difference.

And because the creator of the universe can make more than 600 decrees about what they can and can not do but is constrained by human understanding when it comes to slavery. In that case he has to work with them baby step by baby step to encourage better behavior.
