In a for-profit prison, overcrowding isn't a bug, it's a feature. More bodies per square foot is more revenue, and non-violent bodies are easier to subdue.

I've often wondered the same thing about those Catholics who went to Hell for eating a burger on Fridays, back when it was a sin. Did they get out of Hell and slide up to Heaven?
