My point being, in answer to the Thread Question, you can't rehabilitate someone who wants to be rehabilitated...convict or non-convict. As the old saying goes, You can lead a horse to water...blah blah...

IF this turns out to be a Jihadist backed plan, then I doubt there will be much hope for rehabilitation. And even if it's a McVey-type guy, I highly doubt they will allow themselves to be rehabilitated as well. Then it becomes, To Execute, or Not To Execute. That is the question.

The problem with the American prison system is that it's privatized.
It's run by people who are "for profit" and so there is absolutely no incentive to rehabilitate your clients...

The prison system is one of those industries that should be state owned and run with privatization only as means to supplement the market (though I would argue that in the prison industry, perhaps zero privatization is best).
