I am sure they want to smoke and this is a loophole. I recall that a few years ago, the supreme court said that illicit drugs were permissible if for a religious ceremony in certain instances. It came from some Native Americans who wanted to use peyote in a ceremony and the ceremony was very old. Not sure if this would apply here but they should press it.
