Apparently it looks like the E: drive was the issue. I removed it and now the computer is running normal . . . and closing down like it should.

I have a piece of hardware that can write to and remove information from external hard drives and when I hooked this hard drive up to it, it wouldn't spin. It started to, a couple of times, but I could tell that it wasn't acting like it should. Good thing it wasn't my main C: drive!
