It depends on the environment, which depends on when in the life of the universe the star formation is occurring.

The first stars could only consist of hydrogen, helium, and lithium because that's all there was.

Later stars will form from whatever is in that cloud, which might include heavy elements forged in previous generations of stars.
But it will still be primarily hydrogen as that is the most plentiful element.

There will be no 'pure energy' state. Only a small portion of the mass of stars is converted into light energy. There will always be particles of matter around unless the universe ceases to exist.

The light energy doesn't condense into matter. It will travel through space until it is absorbed, perhaps to supply the required energy to form a sugar in photosynthesis, or to force an electron out of it's position inside a nucleotide causing a mutation.

It's not permanent but photons can produce particle antiparticle pairs (virtual particles in a process known as pair production). So the light energy from the sun potentially does take on particle form in it's journey through space but only for very short periods.
