DHS - Liberty and Justice for Some.
So the DHS effectively just shoved illegal immigrants further into the shadows:

Congratulations on creating a new social class: victims. You can't be prosecuted for a crime, if the victim is too afraid to report it.

This paragraph leaped out at me...

Some local official are already attributing a drop in reported crimes to President Donald Trump's crackdown on illegal immigration. Los Angeles Police Chief Charlie Beck said last month that his city has seen a 25 percent decrease in the number of sexual assaults reported by Latinos living in the city and a drop of about 10 percent in the number of reported domestic violence cases since Trump took office.

You are exactly right. There have already been reports that ICE was arresting witnesses, defendants and even family members and victims at courthouses. One judge in California called them out on it publicly.

They've just moved one step closer to having a class of "unpeople".

It's the objective. The US government wants to push illegal immigrants (and recent immigrants from racialised minorities) into marginality which creates crime and social tensions. Then use this social tension and this criminality to justify tougher stances on immigration, illegal immigrants and, potentially, millitary actions against some countries should this criminality become political like it was the case for drug cartels of South and Central America or Radical Islamism in the Middle East. A repressive justice system needs enemy to keep functionning.
