The Enclave's "final solution" wouldn't solve this. The wasteland would still be irradiated.
Also, the case could be made that radiation poisoning is not an issue except in specific areas which have high doses of rads nearby (the area around Vault 87, for example, which took a direct hit from a nuclear weapon). Since it's been two hundred years since the war, radiation generally isn't a problem, and there's always Rad-Away for when it is.

Besides, that wasn't the Enclave's motivation for their attempt to destroy the humans living in the wasteland. The Enclave simply wants to destroy everyone whose genetic code is even slightly different from their own - they're Nazis, plain and simple, who consider themselves the master race.
