Tim Conway - see above
Jonathan Winters - the precursor to Robin Williams, perhaps even had more characters and voices
Don Rickles - at his best when he did the Dean Martin Man of the Hour roasts

George Carlin - funniest and most eloquent standup comedian ever
Robin Williams - unmatched in rapid fire improv

I am so glad two people mentioned Bill Hicks. If you're an atheist and you like standup comedy and you don't mention/know the late Bill Hicks then there's a problem with you.

And I loved Richard Jeni, what a tragedy, too.

I like Patton Oswalt and Jeffrey Ross (when he writes his material, not ad lib).
