Different cultures and even different generations within the same culture, can have different customs.

The USA of 1950 had men and women all wearing hats. Men would remove the hat upon entering a house or conversation with a woman. A woman's hat was considered part of her outfit and not removed.

Indeed they do, I have personally never enjoyed wearing hats - Anyway, if hats happen to be acceptable during class attendance I, on principle, see no reason to not allow headscarves that aren't related with religious freedom. Now, the question is - How to determine if it is or not? Because the only solution I see is either we allow all headscarves or none. Everyone can lie. The association is so strong that only a minority of people wouldn't think of religion upon seeing a woman wearing a headscarf, just like a cross worn for fashion reasons is automatically associated with Christianity.

The point of the headscarf in Islam is to cover the woman's hair. A woman's hair is often viewed as a sexual feature.
