yes, rep points are awarded by members to other members. You can give rep points as long as you don't have a negative rep level yourself.

Click on a user's name to open their profile page. On there you should see their rep along with options for 'details' (read the comments people left with their reps) and 'rate' which lets you add a rep value.

If you don't see the 'rate' option it may not appear until you've been active on the site for a while. A few features aren't immediately available to stop people from joining just to cause problems.

You can also click on their rep number and the page will pop up from there too.

See here they are the bruises some were self-inflicted and some showed up along the way. - JF
