Welcome to the middle of the collapse of the Euro. Greece Spain and Italy were the opening slavo and now we see the burocrats blunder in hitting the one group that they should never sin against. The at large citizenry of the EU has never been that crazy about the orginazation and now most are (or soon will be) wanting a quick exit before their countries get into too much trouble.
To outside observers the euro was doomed from the start. With no way to impose economic authority over member nations (IE: The US Fed) The EU was a paper tiger. The Euro only works as long as everything is ok but capitalism has a recession once every 30 years give or take. On papper the Euro was meant to counter the US Dollar and it did cover roughly the same (again give or take) economic area. The main and damning diffrence is the fact that one is a single national currency that is very tightly controlled and the other is the monitary equivilant of esperanto.
With no oversight cappable, because lets be honest no soverign nation will take demands from another unless violence is threatened (economic or actual threat of arms) Add to that the fact that Germany is trying to force Austarity when that shrinks local economies and makes recessions worse. Of course Germany could really step up and demand changes in exchange for bailouts but then everyone starts glancing at the huge white elephant in the room. The War. The left over stigma the Germans still have for the actions of the last German led coalition across Europe are far to near the surface and any Polotician looking to ride a Populist wave into power need only make allusions to the Nazi's and the whole house of cards crashes.
Now, there is good news. Long term the demise of the Euro will be a good hing. It is a failed experiment and could in time lead to a better universal currency a'la the League of Nations to the UN. Short term the Euro's exit will cause the european recession to plunge into depression in some quarters but not all and thats an important distiction. At the begining of this crisis it was sink or swim together. Now, however, if the euro were to disapear it would free some of the stronger economies from their weaker drains and even the weaker economies would in time rebound.
The current situation is like a complicated line of dominoes and the frantic responses are never enough to prevent the crises from spreading. The only solution that would prevent the final end game is the removal of the link aka the Euro. It wont be pretty and a lot of people will suffer for it but less than would if nothing is done. Now as to the question a finacail meltdown happening like clockwork every 30 years is far less disheartning than the massacures in rowanda and elsewhere and as opossed to that has a clear path forward.

Of course, I was referring to the insane concept of money-based economies, as opposed to economies based on production and distribution of basic necessities (in the public sector, without using money) and leaving luxuries for the private sector for those who want to participate.

I went and read your proposal and it had some intresting ideas but the inherent ability to abuse that kind of system would , I belive, make it unstable and untenable. Ultimatly Power is the main mover in society, regardless of how it is graded. Money in capitalism is just a marker for power, comunism has never been implemented in the real world (not as envisioned by Marx). Throughout history Power (control of people or resources) has been the real game everything else is just window dressing. Now some societies have differing distrobutions of power from near full democrocies at one end to full on dictatorships at the other but even in the former abuses happen. Looking at your proposal I see a situation that if we woke up tomorrow and it was implemented would last for so short a breathe of time as to not even make it into the history books before one ogliarch in the now unchecked Private sector took full control.
