Is the Russian state using Russian religion?
Or is Russian religion using the Russian state?

Firstly, I think of all national historical figures to pick to "worship", the one that united the Russian states and overthrew the Mongol's is a good choice. Sure as shit better than the US picking some Italian who accidentally discovered the America's, for the glory of Spain, and traded in slaves at some point.
Uniting Russia and overthrowing the Mongol's was a huge turning point in Russia history so good choice.

Regarding Putin using the Orthodox church or the Church using Putin I would say it's probably a win-win relationship.
If Putin can revive the Orthodox church he can further unite the Russian people under another controlling mechanism besides nationalism.
And the Orthodox church is a church so of course it wants to grow in number. Win-win.

The words rich and world leaders get humans to follow by selling the worship of either a religion or a state or both. Sell a "one size fits all" utopia in an imperfect diverse species, bloodshed is sure to follow.

It is a mutually beneficial relationship. The Church (which has a huge influence in the lives of Russians, regardless of whether they follow the Church or not) and when it says "Putin is good" millions of believers support Putin. Putin repays the Church by giving them more power and influence, then that power means the Church can bring even more people under its wing, the Church can better pursue its own goals and more effectively praise Putin.

Putin is mixing politics and religion, which never ends well for the people, the nation or the individual (but is wonderful for Putin and the Church, who are the beneficiaries).

Russia has always utilized the Russian Orthodox Church. Even the Soviet Union did it by intentionally leaving certain clergy and churches alone so they could use them as examples of their tolerance for propaganda.

When Russia comes to the point where political and legal officials have to swear on bibles, or when the official currency explicitly evokes a god, or the president says god told them to invade a country, then i'll be concerned Drinking Beverage
