The wine glass should be one-third full (since it is red wine) for aeration purposes.

My glass is 98% full, but that doesn't stop me from pointing at the empty 2% as evidence of all of my life's oh-so-overwhelming woes and contentions.

It's completely full of liquid and air, unless it is in a vacuum, in which case it is approximately half full of liquid and the rest is empty space.
