So to clear and so that I understand what you are saying that it could be either:
Mr. Mass Murderer (call him MM for short) can repent to no avail all while god looks on and says "I hear ya but nope, you aren't worthy and you must pay for your sins" and die/burn etc.
Mr MM is not repentant but god decides he likes the guy and actively makes him repent after the 666th victim. So after being caught by us sane people and while rotting in jail, god finally decides to actively make him repent.
He gets that good 'ol god feeling that you apparently have, repents and he is in!
That's all there is to it!
As a bonus, somehow the suffering by the 666 victims was all a grand scheme for their own benefit but not all of them are necessarily "elect".

Wonder if god watched the old StarTrek series or something making the 666 people who are part of the plan wear red shirts.

It's all in your head, because there is no other place it could be.
