It is just a guess. Would not be surprised if it was accurate. After all, one has to be messed up in the head to believe in something for which there is no evidence to support its existence.

For such are false apostles, deceitful workers, transforming themselves into the apostles of Christ. And no marvel; for Satan himself is transformed into an angel of light. Paul claims that Satan himself can assume the form of an angel of light to deceive people. How could Paul be sure the shining light and voice he experienced was actually Jesus?

Technically it's not clear that Paul took the vow himself. The sacrifice is offered at the end of the Nazirite vow, not the beginning. However, it seems likely that the four others were in a Nazirite vow (per the shave their heads reference), and so it's very possible that Paul paid for sacrifices on their behalf. Whether for himself or others, yes, it seems that Paul was likely involved with animal sacrifice here, which is your main point.

In short, we're not on the same page regarding details, but we are on substance.

Acts 21
30 And all the city was disturbed; and the people ran together, seized Paul, and dragged him out of the temple; and immediately the doors were shut. 31 Now as they were seeking to kill him, news came to the commander of the garrison that all Jerusalem was in an uproar. 32 He immediately took soldiers and centurions, and ran down to them. And when they saw the commander and the soldiers, they stopped beating Paul. 33 Then the commander came near and took him, and commanded him to be bound with two chains; and he asked who he was and what he had done. 34 And some among the multitude cried one thing and some another.

So when he could not ascertain the truth because of the tumult, he commanded him to be taken into the barracks. 35 When he reached the stairs, he had to be carried by the soldiers because of the violence of the mob. 36 For the multitude of the people followed after, crying out, “Away with him!”

The thing about crazy people is that they tend to not know they are crazy, so of course Paul was going to think that what he believed to be real was real.

It seems to me he received precisely what he was seeking: attention, both from those who believed as he did and albeit counter-productive to his desires from those who did not believe as he did.
