Almost certainly not the case. Doing nothing the first night is a death sentence for the mafia. Either:

A: Mafia target was protected.
B: Mafia target was immune to night actions.
C: Mafia hitman was roleblocked.
D: Mafia have a special ability that they can use instead of a kill (e.g, mafioso cultist).

Umm no. One game, when I lead the mafia, I chose not to kill someone so that they would get confused as to if someone roleblocked or protected or did something to prevent a kill, and it drove the townies crazy figuring out why no one died first night, and in the end, it ended up saving the mafia because a tracker targetted my teammates and potentially would have gotten something.

Depends on who is leading the Mafia. Could be an excellent move, or a bad one. I made it work, others could too.

I am just offering perspectives from a veteran player. I've seen more mafia games played than the average player.
