Er, unsure where you are going.

Justinian ruled as Roman emperor for 38 years. He died in 565 in his 80's. Not bad for that period.

The Roman empire in the east then lasted until 29 May 1453.

The Roman empire in the west became the catholic international empire and remains to this day.

You asked if you should have stopped Justinian from dealing with the Nika Riots, The Roman Empire fell, the last of its territorial remnants is the Vatican City. The people had chosen a new leader for themselves, and the old dictator did not want to be deposed. To assert his authority, he murdered tens of thousands his war in Italy left that land in devastation and his reign left the empire in financial ruin, all for the glory and the economic prosperity of one man.

Ethically, had you been alive in the time of Justinian, and even without the foreknowledge of what would transpire in his reign, had you known that he would murder tens of thousands should you not stop him? If Trump was going to murder a million people in Washington. Would you do nothing?

The spatial distance around time is irrelevant in regards to ethical matters. Just because slavery was legal in the 1860's does not mean it was ethical to own slaves back then, just as say because marijuana is illegal today does not mean that it is unethical to smoke it. Laws do not have a bearing on what makes something ethical or unethical, laws are just rules which the authority tries to impose upon us.
