Yes but again, it has to be THEIR authority, or one they can at least rationalize. They did not want Obama and fantasized that he did not legitimately deserve the office. They did not recognize Clinton or Obama or Carter as god's chosen vessel.* They (now at least) regard Hitler, Stalin, etc., as godless men. They are simply picking and choosing when to selectively invoke this "god given authority" nonsense.

* In fairness, I do know of evangelicals who simply teach that one must always respect authority, even when one disagrees with it, in the faith that god works even through godless rulers or bad laws. Such people would say that god would work even through a President who does not appoint judges with the correct ideology, or who does not have an in-house god-botherer give Bible studies to his cabinet members. But I suspect that sentiment has gone largely by the wayside because it served as a rationalization for Christians not to participate in the political process, because it was beneath them. Dominionists and Christian Nationalists took fundamentalism in a more activist direction in the 1980s and never looked back.
