It has to pass the Senate with a veto proof majority as well, so the refugee program hasn't been halted just yet.

But remember, the majority of Americans want the government to shut this program down (according to a poll out yesterday). Only 28% of Americans polled wanted this program to remain in place with no changes. The representatives and senators must bend to the will of the people, or they will be voted out for people that will do it.

Also realize that republicans do better during elections when matters of national security are a hot topic. The Democrats stand to lose even more seats in the house and senate, as well as the presidency if terrorism is in the news. You'll see more democrats voting to save their own asses right now.
