Indeed, but we can't be sentimental about these matters. It is an entirely empirical matter what an anencephalic can or can't do. Your speculations, hopes and conjectures don't help, they only confuse the issue further.

That response seems circular. A child can contribute because of their presence, because of their helplessness, and because of the way they respond. People have already testified to the productive impact of such a child in their life.

"Productive impact" of having to take care of that child? Perhaps there are claims made that such a child positively influences their own mental health? Either way, recent studies on multitasking show that it is always less efficient than focusing on single tasks. Maybe you meant NEGATIVE impact on productiveness.

Please post these testimonials so we may explain where they're wrong... Or maybe right.

Now it's not only productivity, but positive vs negative? Think about this for a moment. What is the net "productivity" of the human race in 10 billion years?
