No, Goofy is a dog. Pluto is some sort of strange, lesser being concept of a dog. A dwarf dog I suppose.

Pluto was more of a dog than Goofy. Pluto never spoke or walked upright or wore clothes. He was Mickey's pet.

Dodgy

Yabut, Mickey (a mouse, remember) did all of those things. And how many mice have pet dogs? So the whole thing was just as goofy as Goofy.

Mickey is know as a "funny animal" they have characteristics of animals and also exhibit human like qualities (walk upright, speak, show recognisable human emotion wear clothes (even if its just shorts or just a shirt.)) but yeah they are also cartoons and are not meant to be taken seriously, That is not to say cartoons can't deal with serious subjects even if some are called "funny animal"
