A kid says something racist because they heard it. The comment is racist, the reason is not. As for the rest of your reply, it's a jumble and I completely don't understand it.

I was agreeing with a situation like that.

You can ignore the rest. I was just saying that in some situations you wouldn't be able to separate the expression from what the person believed, i.e., a situation where a person was expressing their sentiments. It would either have to be dishonesty or a misinterpretation, to be a racist expression and not a racist person.
