Nah - tugs pump lakes and harbors - there are tugs all along the seaboard.

A portable pump works to remove an estimated 30 million gallons of floodwater from New York's normally busy Queens-Midtown Tunnel. It doesn't look deep, because that is at the edge; where as the tunnel continues into "valley" until it begins to curve up to the other end. It looks to me that they had to drain the "bath tub" that makes up the
World Trade Center, because it was the highest level of water, and it probably empties most of the subway lines in the area as well. So it sounds as if the structure of the tunnels can handle their being flooded, as they were designed so long ago. I cannot wait to see the animation model of the flooding. I hope you die peacefully
