It's in two parts, one part is the actual sentence, the other part is in what order the lines go in.

The numbers other than the ones in brackets look like they represent some kind of substitution cipher.

Assuming they are plaintext 5 character words from a-z.
The keyspace is 26 factorial or 4.032914611266057e+26 so brute force computation isn't going to help.

Usually with substitution ciphers you use statistical methods to break it though you need more ciphertext than what Muffinman provided.. 00, 03, and 09 have a reasonable chance at being vowels in this case.

I could do a dictionary attack on the cipher text if the plaintext represents known english words. Just couldn't be bothered wasting my time.
