That is true enough but solid, liquid, and gas are not all-encompassing so saying it isn't any of those is not the same as saying it isn't physical. Plasma is another possible state.

Yes, although there are many more than four states of matter; degenerate states, condensates, sub-atomic plasmas...

You are, of course, much less likely to encounter those in your day to day life.
