Y'know, it's just another "just so" story in the collection of myths called the Old Testament.

It's a "just so" story that explains why there were many languages spoken.

Ancient Near East ziggurats

The story wasn't literal. Ziggurats were very common during that period of ANE history. It was a simple story with a ziggurat as the plot. The story was used to teach a lesson as were most of the early parts of Genesis.

The building of the ziggurats was a pagan practice much like idol worship. The story was telling the Hebrews to not participate in this type of worship. The Hebrews were meant to be set apart in their ways of worship and be different which meant that they were to not participate in any pagan practices.
