It is dependent on what year one was born and the state of the treaty between the U.S. and Canada at the time.

I was born in Montreal to an American father but I am not a U.S. citizen and never was.

Yeah, an American father who grew up in Canada, went to school in Canada, flew in the Royal Canadian Air Force in WWII, graduated from McGill University after the war.

It's been speculated by the media that Cruz wants to run for the Republican primary in 2016 and try to run for president. he needs to avoid being seen as nothing but an American, ven though his father is cuban and he was born in Calgary, AB.
