...but apparently unstoppable...

You can't trust anybody anymore. Now the UN has slyly endorsed digital Big Brother too:

The world IS going to hell in a handbasket! Our right to digital privacy has apparently just been sold down the river at the highest gremium (and at the lowest price!).

Browsing by proxy and using encryption for potentially sensitive file transfers never was more important!
