The Bible
Simple question really. Never mind the validity of people living in fish, or turning into salt etc..

How do we know if the bible was even intended to be written as non fiction?

For all we know, the authors could have been deliberately writing fiction.

Basically, how to people know the intention of the authors?

The author of John (whoever that was) intended his book as a gospel, that is it was suposed to communicate the good news of salvation through Jesus. As such it was written to whoever would read the book, Jew or gentile.

We have no ideas where any of these books came from who wrote them. The council of Nicaea I believe? declared the books to be holy at one point and started killing off anyone who didn't believe.

The gospels were not written to be "read" in the sense people "sit around reading" (privately) today. They were addressed to communities and were "proclaimed" in liturgical (communal worship) functions.
