The Chinese dissidents want their voices heard by the U.S. government
The U.S. government has been known to be supportive for some unorthodox voices in China. Therefore a few Chinese netizens found the U.S. government more powerful and responsible for intervening in China's important affairs. Since the U.S. is the world police, therefore should set a good example for China to follow. Of course, mostly playfully.

They are surely dissidents cause most Chinese people wouldn't do this.

I'm pretty sure it's a list of chinese spam on the official white house web site. They allow online petitions there and if the petitions reach a certain numbers of signatures the White House issues an official reply. Personally I thought the American spammers were much more entertaining.
