it seems that they have 2 years to make it happen and that's only after they officially declare their intent to leave.

I thought it would happen right away or at least by January next year.

But it's an advisory vote? So does that mean it's not really binding?

Correct Mom, if they wanted the House of Commons could ignore this referendum. It wouldn't be wise and a lot of angry letters would be sent in to Parliament. This is the people saying they want to leave, not the UK submitting its resignation to Brussells.
