There was an article about this in today's New York Times, pointing out that Indiana (and the "Rust Belt" in general) is still losing jobs wholesale. These 1000 jobs are a drop in the bucket, and do nothing about the larger problem. It's nothing but a feel-good news byte, manufactured to make Trump and Pence look good.

In the long run, jobs will continue to go to Mexico (but God forbid that we should let any Mexicans come here!).

Plus, isn't Carrier still sending a different 1000 jobs in Indiana to Mexico and elsewhere? Once the tax break expires, these jobs will go too, but Trump will be back in the private sector counting all his money at that point.

The real loss of jobs is due to "dark factories"- automation, not Mexico or China. I worked with real-time data acquisition systems in the '80s. Tasks that took 8 hours were shortened to 1 hour by automating the system, on the first iteration. Further automation and electronic data processing reduced that by another factor of 8. So, what used to take 64 hours then took 1 hour, for that particular task. Note that this was with highly specialized training for people working with radio frequency equipment, not people picking carrots, etc.

It's the corporations that actually do leave the country, not the ones that threaten to, that are supposed to be punished with a 35% tax on their goods according to Trump. Anyone who is surprised by this move quite frankly hasn't been paying attention to what the guy has been saying. He said that the US has the highest business tax rate in the world and that he will incentivize companies to come to and stay in the US by making the tax code more business-friendly and by punishing the ones that leave. His very tax plan reflects that, which lowers the corporate tax rate significantly. He's using the carrot and the stick.
