Well George Bush was coined the great uniter.

And after his administration began two long standing wars he really did unite a legit majority of people.

Wars tend to move approval ratings up. Therefore a unilateral big war is legitimate risk with a President whose approval ratings are in the toilet and one who is uniquely fixated on said approval ratings.
