I disagree with that; it's self contradictory. By the same token, one could claim that "w" is also a vowel, as in the word west. Because a consonant is "a basic speech sound in which the breath is at least partly obstructed", and the "w" in west doesn't require any obstruction of the breath.

Strictly speaking "y" is a semivowel (as is "w").
