State Senator Richard H. “Dick” Black has announced he will seek the Republican nomination to succeed Representative Frank Wolf, a moderate conservative when he retires next year.


Black, who entered politics in the 1990s after retiring as a military prosecutor has a record of expressing extreme points of view, mostly anti-women points of view.
As a military prosecutor he spoke out often on the incidence of rape in the military calling it, “as predictable as human nature.” In 1996 he told a newspaper, “Think of yourself at 25. Wouldn’t you love to have a group of 19-year-old girls under your control, day in, day out?”


He has referred to emergency contraception as “baby pesticide” ignoring the fact that it does not and cannot cause an abortion, only prevent pregnancy.
In his first foray into the political arena as a member of the Loudoun County Library Board where he wrote a policy blocking pornography on library computers. The policy was ruled un-Constitutional and cost the library $100,000 for the legal fees of the plaintiffs who brought the case as a first amendment issue.
Interestingly, the only complaint that they library has ever received concerning pornography being viewed on its computers was a result of a stunt pulled by Black when he sat down to show a reporter that rape pornography could be accessed on the system.
From there Black moved on to the Virginia General Assembly where he served ineffectively for 8 years from 1998 to 2006. He rarely was successful in getting legislation passed but managed to insinuate himself into every social issue possible.
After the massacre at Columbine in 1999 he introduced legislation which would require students to recite the Pledge of Allegiance and to address teachers as “Ma’am,” “Sir,” “Mr.,” “Ms.,” or “Mrs.,” because as he explained, “The counterculture revolution of the ’70s took the war into the classroom. Before that time, public schools were a model of decorum, and then we began this thing we’ve seen play out at Columbine.”
In 2003 he led the fight to prevent a statue portraying Abraham Lincoln with his son Tad from being erected at the Tredegar Iron Works, a Civil War-era foundry that supplied the Confederate army with cannons. “Putting a statue to [Lincoln] there is sort of like putting the Confederate flag at the Lincoln Memorial,” he said.
He went on to say that the Lincoln Memorial in D.C. should be enough anyway. He was so determined to keep the statue of Lincoln out of his state that he asked the state’s Attorney General, Republican Jerry Kilgore, to try to find a state law which would prevent it, none was found.
One of his most outrageous assaults on decency and the right of women to not be raped came in 2002 when the Assembly was voting to repeal a ban on prosecution for spousal rape. It was then that he said that he couldn’t see how a man could be held accountable for raping his wife, saying, “I do not know how on Earth you could validly get a conviction of a husband-wife rape where they’re living together, sleeping in the same bed, she’s in a nightie, and so forth, there is no injury, there’s no separation or anything.”
He also lamented that an accusation of rape from a spouse could cause a man ”enormous fear of the damage to his reputation” should his wife file a false rape charge.
In 2005 he promoted a bill which would require physicians to tell a woman seeking an abortion after 20 weeks that the fetus would feel pain, a claim not supported by medical research. He also refers to abortion as being a greater evil than segregation or slavery.
He holds a deeper hatred for same sex couples than he does for women, introducing a law which would have barred same sex couples from adopting. When it became clear that the bill would not pass he amended it to require that the screening process include a question asking if the prospective adoptive parents were currently actively engaging in homosexual sex.
He has gone so far as to introduce legislation to block same sex couples from applying for low interest home loans from the Virginia Housing and Development Authority, saying that allowing them to do so “subsidize[s] sodomy and adultery.”
He is on record as saying, “If I’m the last person on the face of this Earth to vote against legalizing sodomy, I’ll do it.”

Well, this is a step up from those people who claim spousal rape isn't even a thing because women consent to all the sex their husband wants when they get married, and cannot withdraw that consent at any time. I've even heard it argued that if a wife doesn't want sex with her husband she is the one in the wrong, not him.
