Not really. Black holes that form from stellar collapse, which are the kind we usually mean when we say black hole, are not connected with white holes. Black hole + white hole pairs are something different, and so far are purely hypothetical. There is evidence for stellar collapse black holes, none for black hole/white hole pairs. You can see something about this in the Wikipedia entry for white holes.

Yes. I don't know the ultimate answer (don't tell anybody I said that), but it does feel like quantum physics and Big Bang cosmology are destined to slug it out.
