It'll probably be run by several corporations that were established to tap into the tourism market or mining industry.
So probably a corpocracy. And it would less of a country and more of a colony. You can't really establish a country like you can on Earth because people migrating there would have to live in doors because you know, bad atmosphere and radiation. And so space would be very important and so population would be heavily controlled. Thus corpocracy because they're only going to send people that are valuable to the corporations interests.

The same I think will happen with governments but on a science front. Science outposts will be established that are governed by someone the government set up to ensure everything runs smoothly. More like a manager than some sort of politician.

To earnestly speculate I'd need to know what phase of "colonization" of Mars we're talking about. I'm imagining a completely terraformed planet with millions of people.
