Yes I read the article, nobody asked that guy why he was wearing a bag, they just assumed it was for religious reasons.

Vera, I have made hundreds of replies in this forum. Only a tiny-tiny fraction of those replies were directed at you. Don't flatter yourself into thinking I go out of my way to bother you. If you make a stupid comment I might call you out on it. If that bothers you then put me on your ignore list.

As HJ did point out it's not certain *why* he's in the bag.

My guess is that if you asked him he'd 99% certain reply that it was something to do with religion, purely because any other answer would label him off the scale nutty, whereas "it's my religion" gives you a free pass to be as nutty as you like.
