The Syrians and Russians agree to put syrias chemical weapons under international control. This is pure genuis. The US has said/implied that the whole reason for military intervention is because of Assads chemical weapons, Russia and Syria know that military intervention is for regime change and the deal calls the US bluff. If the US doesn't want to put syrias chemical weapons under international control in exchange for not attacking Syria then the world will clearly see that the chemical weapons are not the reason for military intervention.

Assad and Russia only agree to do it if the US doesn't attack.

Bush did one good thing, after the WMD charade he made it to where any claim of "we have to save the people, their government is brutal" will end up with severe doubt and hard evidence will be demanded.
