To my embarrassment, I don't know enough about foreign leaders to have a favorite, although GirlyMan's suggestion seems reasonable. But I can't read the thread title without this song popping into my head:

Otherwise there aren't really any current foreign leaders I like at all. Obama is above average though.

Many people, especially younger people, have a tendency to have a messiah complex toward political leaders and celebrities. They need to be more perfect than any human can reasonnably achieve to gain "the right" and the necessary trust to lead. To me this phenomenon is fed by a culturaly ingrained dislike and mistrust of authority figures and, sometime, a lack of actual knowledge as of how power affect a social structure.
