Belief in god is needed to being conservative? If no then why atheist couldn't be one?

Yes, atheists can be conservative. It's a rather fragile alliance in the USA, though, since some conservatives here think atheists should not be allowed to vote, hold public office, etc.

I've known several Ayn Rand-type (though they prefer to call themselves Neitzschean in philosophy) atheists whose social and especially economic positions were, shockingly, to me, what I'd call Conservative, in the American sense.

Just not the Christian version of it.

There's a pretty good book on American Conservativism, whose title escapes me at the moment, written by two British journalists, that breaks down the three distinct "camps" under the big tent of the GOP, only one of which consists of the loudmouthed, fundie, mostly-redneck "base" of the party.
