The problem is that, like much of the bible, those quotes can be interpreted multiple ways. In the first one, verse 6 appears to be promoting actual learning but verses 7 and 8 tell you to accept what you are told without question.

The second quote does not promote learning for yourself but, again, having it given to you. It can easily be read as only if you already believe can you be counted as wise.
